Abstract

This study examines the efforts of correctional guidance officers to strengthen the self-motivation of juvenile offenders as a strategy for preventing recidivism at the Class I Correctional Center of Central Jakarta. The study used a qualitative approach with a case-study design. Data were obtained through in-depth semi-structured interviews, non-participant observation, and documentation. The reported findings involved three juvenile clients and two correctional guidance officers, while the research design listed ten juvenile clients and two officers as primary data sources; this distinction is stated to preserve methodological transparency. The findings identify five principal strategies: building an equal and trusting relationship, providing positive motivation and hope, strengthening family support, accompanying children throughout the legal process, and applying flexibility in guidance. These strategies correspond to the psychological needs of autonomy, competence, and relatedness in Self-Determination Theory and to the development of internal and external protective factors in resilience theory. The study also identifies several obstacles, including limited continuous supervision, heavy caseloads, father absence, economic limitations, negative peer influence, community stigma, and weak interinstitutional coordination. Based on the findings, the article proposes the integrated BIMOTIF program, consisting of individual motivational guidance, resilience counseling, life-skills training, family strengthening, cross-sector collaboration, and positive peer support. The study concludes that preventing recidivism requires more than administrative compliance; it requires sustained efforts to internalize motivation, strengthen resilience, and build a supportive social ecosystem around the child.
